House Tax Policy Committee Chair Matt Hall, of Marshall, today highlighted recently signed legislation which cuts taxes for small businesses throughout Michigan.

House Bill 5351, which became Public Act 150 of 2021 when it was signed into law in December, increases the value of the eligible manufacturing personal property tax exemption from $80,000 to $180,000 – providing additional and needed tax relief. The $80,000 threshold has not been changed for a number of years, Hall said, and allowing more personal property to be exempt from taxes will provide help for more small businesses.

“Many small businesses in Calhoun and Kalamazoo counties were hurt by Gov. Whitmer’s executive orders during COVID-19,” Hall said. “These are trying circumstances. Small businesses have been through a lot, and I want to provide them with real relief in the form of lowered taxes. As these pivotal job providers and local economic drivers work to get back on their feet, they should not be hurt further by burdensome tax measures. The House Tax Policy Committee saw this legislation as a practical approach to helping our local businesses in their recovery – and I prioritized getting it into law.”

The proposal continues Hall’s steadfast work for small businesses. As chair of the House Tax Policy Committee, he also guided a proposal allowing certain small businesses to claim their state and local tax deductions at the federal level to the governor’s desk for signature into law. The Michigan Chamber of Commerce previously estimated the new law would save qualifying small businesses nearly $200 million on their federal taxes every year, beginning in tax year 2021.
